Really. If you're in cover and getting hit, then you're not properly in cover.
I have also backed away on a raised surface, such as boardwalk or building roof, and the enemy below that was hitting me keeps shooting into the walk or side of building.
Waited a few seconds, then edge back forward and nailed them.
This game doesn't cover for you the way it does in, say, Mass Effect games, which actually gives you a button to press to take cover, and it will give you PERFECT cover that keeps you safe from all incoming attacks. In this game, you have to make your own cover by finding structures and terrain to hide behind. And those structures and terrain don't always offer perfect cover. Your body may be partially exposed because the column you are hiding behind is not perfectly solid, perfectly vertical, matching your height perfect, etc. This is similar to when you VATS enemies that are partially blocked by structures or terrain. And if you can VATS enemies (with a good VATS chance), that means you are exposed to the enemies as well, as it should be the case.
I can give you an example or at least could have done as I have no idea if it still does or not, but there used to be a wrecked wall in the area around the broken dam in the south part of the map, it had a window in the middle part of it, and you should have been able to shoot through said window, you could not though, you could try and it looked like the bullets were hitting a wall rather than passing through it.
So me hiding behind something not being able to see them or them me classes as them still being able to shoot me? i.e hiding behind a car for example.
Unless you are behing a door or something, you can still get shooted, even if "theoretically" or "in real life" it shouldn't happen.
Remember, this is not an FPS game, it's an RPG actually (at least it tries to be), and in RPG, your enemy can see you depends on how your stealth skill works and their vision/accuracy. If their acc/vision dictates you are visible, even though you're crouching behind a car, you're seen and will be shot at.
And you might not want to hide behind cars as they are like a mini nuke going off unless you are 3 star fireproof & have on decent armor.
This. Due to hit boxes, cover isn't always what it seems, esp. partial cover.
If the game says the shot will hit the moment of firing it will hit regardless of whether you moved into cover or not. What you see on screen isn't what happens behind the scenes.
As a side note VATS uses an invisible projectile from you to the target to determine hit chance. If you've ever watched how that sometimes lingers when a mob moves out of line of sight you'll understand how flawed the games combat is.
