Quartermaster?
Is Fort Atlas supposed to have a BoS quartermaster or the like?

It should, and yet it does not.

Like so many other things in '76.

Well.. that is every game, excluding DLC. If nobody paid for the 76 subscription they probably would not keep updating or not as much. Like every live game (or whatever) nowadays, pay for an incomplete game and hope it gets better.

Yea that's how MMO have worked since their inception in 1985.

Just sucks to have Fallout be that MMO. After all I signed up for it, so to say, by buying this video game. But as a Fallout game it is disappointing, for me. One could think otherwise but for me Fallout is either depressing, 'roleplay', and story based. Fo76 just seems too happy for a nuclear war, not much roleplay, and story is just too linear.

Not sure what you're on about, but this game probably has the strongest "roleplay" aspect of any Fallout games, mechanically and practically speaking -- I have authority to speak of such matter because I mostly and almost exclusively play Computer Roleplaying Game. You'd sooner see me death than seeing CoD or Arma on my games list.

Also Fallout is wacky and funny since Fallout 1 and 2. Fallout is linear with 2-3 forked options that ended up in the relatively the same way since Fallout 1 and 2 --- Fallout is and always has been about wacky stuff happened to people with sad thing sprinkled and implied in between. Sad and depressing stuff is not Fallout as it entirety.

I may have over exaggerated some things. But personally there is no role-play in Fo76 for me compared to FNV or even Fo4. No companions being a major dislike for me.

I don't mean to fill this discussion with my opinion, so please keep it short. My stance is unlikely to change. Fo76 just does not really seem that Fallout to me compared to Fnv or Fo4. Seems more happy compared to others. Honestly my opinion on this game is mixed to say the least, but I would choose FNV or Fo4 over this anyway. Cod on the otherhand I would never, Arma being maybe.

Remember: Tim Cain literally took Fallout 4 as example on how to improve upon his RPG system on TOW.

And TOW has better RPG mechanics than both Fallout 4 and New Vegas combines.

Let's be honest, in NV skill and stuff is an abstract to you. You pick gun, damage number says higher, you choose that. Skill says 80 you think it's high, but when it's 60 you think it's low. Your goal when leveling up is to get all the numbers to 100 and pick weapon whatever weapon you like and shoot -- just like it is in CoD, just like it was in ARMA.

In Fallout 76, you literally have to pick to be great at one thing and very bad at the others - always. I'm running Commando build, I'm ♥♥♥♥♥♥♥ lethal when you give me any Automatic weapon, but I'm ♥♥♥♥♥♥♥♥ when it comes to melee and heavy weapon -- it's too such an extreme that I spent 1000 bullets (literally) to take down 5 enemies with machine gun while I can took down the same enemy with 2 magazine with automatic rifles.

Trust me I've seen a lot of your opinion thrown around here.

I hope this term does not offends you, but FPS tourist, who stumbled upon Fallout franchise rarely understand what make the game good outside the story. Fallout NV is barely scratching the surface of what RPG really is, I even argue FNV is not even an RPG, its akin to TLOU.

The unique thing you say is that you put NV and 4 together, both game fans are usually complete opposite.

I rarely play FPS because I cannot aim. I never really played RPGs except for a few, personally Fo76 is just not my favorite compared to other Fallouts and other games. The only really good RPG I ever tried was Kenshi and that was just too difficult, though I played barley any of it so of course it'd be.

I enjoy support/passive playthroughs and this game does not really offer me that. So I guess I lack knowledge in what you're speaking in. The main downside to me is having no companions in 76. While online is the point of the game, it is not my favorite.

I just bought the base game in a deep Steam sale; haven't given a penny since. I have ~2800 atoms. What am I missing?

Nah, we already did that with Russell during the Fortify Atlas 'event':

https://help.bethesda.net/#en/answer/51545

FORTIFYING ATLAS - EVENT - FALLOUT 76
Fallout 76
Starting August 4th, 2020, you can join in a community-wide effort to construct a prospective base for the Brotherhood of Steel and help unlock new events and cosmetic rewards for everyone.

Travel to ATLAS Observatory in the Savage Divide and meet up with Russell. Over the next few weeks, he will ask everyone to share in delivering an abundance of raw materials to aid in fortifying ATLAS. If the community is able to deliver enough scrap of each type in time, all players will earn in-game rewards. Every time you contribute materials, you will receive ATLAS Donor's Provisions, which you can open from your inventory to receive goodies and a chance at rare Plans.

Fortifying ATLAS will take place in two parts: Project Alpha, starting August 4, and Project Bravo, which starts on August 27. Each Project will have its own supply requirements, collection dates, and rewards.
Collection periods for each objective will begin and end at 11:00 a.m. CT on the dates listed below.
To collect cosmetic items, you must have participated in the event during the Collection Dates. You may then claim the item in the Atomic Shop after the Collection Dates has ended, but before the next award would arrive. For example, you had to have claimed the "Brotherhood of Steel Collectron Station" between September 4th - September 7th.
Fortifying ATLAS: Project Alpha
Collection Dates Objective Reward
August 4 – 8 Deliver 125,000,000 Steel Brother Hood of Steel Beret
August 8 – 11 Deliver 150,000,000 Concrete Brotherhood of Steel C.A.M.P. Banner
August 11 – 15 Deliver 200,000,000 Cork High S.C.O.R.E. Double Daily Challenges (August 20 – 24)
August 15 – 18 Deliver 150,000,000 Plastic Bonus Challenges Week (August 26 – 31)
Fortifying ATLAS: Project Bravo
Collection Dates Objective Reward
August 27 – 31 Deliver 150,000,000 Wood Steel Dawn Army Fatigues
August 31 – September 3 Deliver 200,000,000 Cloth Brotherhood of Steel Collectron Station
September 3 – 7 Deliver 175,000,000 Leather Purveyor 50% off Super Sale (September 10 -14)
September 7 – 10 Deliver 250,000,000 Glass Meat Week, A Second Helping (September 22 – 28)

Though I'm fairly sure BGS cheated with the hand-in amounts as they were ridiculously high.
