Increasing attributes?

This is probably a dumb question but I'm a bit confused as to how you go about increasing the individual S.P.E.C.I.A.L attributes. It seems like sometimes when I level up and I pick a new card, the attribute that the card belongs to increases by 1 point. And other times when I level and I pick a card it doesn't add a point to the attribute.
I'm confused by this. Can anyone explain the leveling system to me,please?

Edit: I read this explanation here: "Each time a player levels up, they can, at their leisure via the Pip-Boy, choose 1 SPECIAL attribute to increase, up to a maximum of 15. After making their selection, they may choose from a selection of perk cards, which defaults to the SPECIAL that was increased."

But when I level up I don't get an opportunity to choose which Special I want to increase. All I get are the cards to browse through, and once I choose a card, that's it. I never have to make two separate selections. And what confuses me more, is that sometimes, when I pick a card, I get the card but that card's attribute does not increase by 1. And it's not because the point went into another attribute or something, because none of them increase when this happens.

After 50 lvl you stop getting special points for lvl, but you can construct machine in camp to change them like you want
And some legendary perks adding +5 special stats

Cards tied to a specific special attribute
Example: you pick traveling pharmace and your strength special increase

If you picking card but your special stat dont increase and dunno, maybe its bug

Yeah,I have a level 1 card in Charisma. I just leveled up and chose a new card that was also Charisma. But once I chose the card I could not equip it because my Charisma stat did not increase to 2. I still only had the 1 Charisma.

are you sure that the the card doesnt cost more than you can afford or maybe the card you got was from the lvl up 5 times pack that would make sense since thoses dont award a new special point but if thats not the case try looging out and back in and see if it was a ui bug

That's strange, really looks like bug, dunno, try to restart game/relog to server. Otherwise try to leveling to 25, and build puch card machine to change your special

I'm having difficulties with the perk cards too, And theres no good you tube vids on it. level up 5 times get a set, Where are they?? I'm level 123

Every 5 levels you get a pack of cards with 3 regular cards and an animated gold card. You'll know because it annoys you every time you go to your perk card deck that you have a pack you can open which is super annoying when you use a lot of perk swaps like I do.

This screen is where you pick a SPECIAL to put a point in, and here I put a point in Strength. I just tried it with a new character and it worked:

You can upgrade SPECIAL and pick perk cards independently, and below is the process if you missed anything.

After the first step above, you see the Filter option at the bottom of the screen as shown below. Use it to pick a perk card from another SPECIAL:

I keep pressing C until it says "Filter (Perception)" at the bottom. Here I choose Concentrated Fire under Perception:

I’m not sure what you are seeing, but before the game provides you with the cards to select you have already selected the SPECIAL that gets the point. You then filter the cards you want.

Please note, if you do not pick a perk card and cancel out, it does not apply the SPECIAL point. It’s a confusing to newbies process that gets everyone on their first character.

Additionally, every time you level up you are given the opportunity to pick a card that is added to your deck, and then every 5 levels you are given a perk card pack that has 4 cards that are automatically added to your deck that you can add. (Low level you may get the perk pack sooner).

Maybe check your pip-boy screen (bottom) to see if you have not assigned perk points or other things ...

When I get that screen that you show in the first image, and I click on one of them all it does is open up and show me all the cards I have to choose from in each category. So I go back and forth looking at all the cards for each stat and when I decide on a card I hit accept and that's it. Sometimes when doing this, the stat for the card I choose increases by one point. Sometimes it does not. It sucks when that happens because then I can't even equip the new card I chose because the stat isn't high enough. When it works properly, and I pick a card and that card's stat goes up by one point, I am then able to equip the new card. I'm really confused when I hear people say they get to choose a stat to increase AND also pick a card. All I ever get to do is pick a card. And then that is the stat that increases. Sometimes it doesn't. I never get prompted to make two choices, one for stat, the other for card. I get the screen that you show in the first image, and then I go back and forth looking at all the cards to see what I want and then that's it.

Edit: I know about hitting C etc, to go back and forth between the cards for each stat.
The thing that is confusing me most is that sometimes my stat does not increase. I get the card I chose. But that card's stat does not increase by one point. So then I can't even use the card until I level up again and hope that this time if I choose a card in that same stat, I also get the added stat point.

Yeah, those cards can only go to a certain attribute, and are Color Coded for Your Convenience. Also, with how they're organized, and the fact that skill points for each attribute cap out at 15, you will never be able to have a VATS build for pistols because the majority of VATS perks share the same attribute with the Gunslinger and Guerrilla skills. Agility. It's a mess. I know.

Are you running mods? It could be something you are running is interrupting the process. If not, the only thing you can do is open a ticket bethesda. They will most likely need to see a video of the issue.

Heck, if you could post a video link for us it would help understand the error.

The perk system is really non-intuitive until you get the hang of it, and I never found a good tutorial for it either. But it sounds like you have a pretty good grasp of it and it's just not working right, which I've never heard of before. I suspect you're doing something wrong, but honestly not sure what that could be. Like Bizarre says, a video would help.
