Do you get to actually play for like a few (max 5) minutes?
I did a ticket to bethesda, here is why they told me :
MAIL 1 :
Hello,
Thank you for contacting Bethesda customer support. My name is Faycal and I will be assisting you!
If you're still experiencing this issue, Fallout 76 may require an update. Quit the game completely, check for updates on your platform, and restart the game once it is fully updated.
If you are still using mods or have modified game files, you will not be able to join certain worlds unless you remove them. This is a safety measure to prevent giving a competitive advantage.
Once you have removed your mods or modified files, check the integrity of the game files.
To check the integrity of your files on Steam:
Launch Steam.
In the Library section, right-click on the game and select Properties from the menu.
Select the Local Files tab and click Check game file integrity...
Steam will verify the game files. This process may take several minutes.
Once the process is complete, the verification window will automatically close.
Note: One or more files may not be verified, in most cases this is normal. These are local configuration files and should not be changed in this process.
If you are playing on a console and receive this error message, the game files may be corrupted. You will need to uninstall and reinstall the game to prevent this error message from occurring.
Please feel free to contact us again if you need further assistance.
Best regards,
Faycal

MAIL 2 :
Hello,
Thank you for contacting Bethesda customer support!
My name is Claudiu, we're sorry for the inconvenience with your game.
We advise you to delete the modified files and repair the game files.
If the above solutions do not work, we recommend that you reinstall the game.
Also, if quitting the game and reconnecting with your character does not solve the problem, please check your inventory for the missing chassis of your Assisted Armor.
You can find the chassis in the category of Items - Pip-Boy's Outfits.
If the chassis is missing, please remove all the parts of your Power Armor (helmet, shoulders, etc) and then disconnect from your character. Please wait 2 minutes before logging back in with the same character to see if the problem persists. If you have batches of Assisted Armor frames in your inventory, please transfer them from your inventory to your cache.
If the above solutions do not allow you to leave your Assisted Armor, proceed with the following steps:
Make sure you have at least one piece of Assisted Armor equipped other than the chassis.
Put all of your fusion reactors in the cache and keep only one on you.
Empty the fusion reactor completely. Making powerful attacks will drain the battery faster.
Disconnect and reconnect and exit the Power Armor normally.
Try to remove your outfit or other types of armor you are wearing, then put each of these pieces back on.
Thank you for your support and interest!
Sincerely,
Claudiu

(I didn't tried to uninstall the game, and all other things didn't work for me)
Well i guess we have the exact same problem. I didn't find any solutions, i think reinstalling the game will work, but i can't do it rn, my connection is way too slow.
I'm also contacting support and sent the dxdiag file to see if they can come up with anything.
If I get a solution I'll post it here.
I tried running as administrator, checked AV and firewall exceptions, tried disabling them, looked for drivers (all up to date as per) ect ect ended up having to go into safe mode, starting steam in safe mode, removed FO76 (its literally the only thing thats installed today) rebooted my machine and voila! steam works again...
