If a friend and I have Fallout 1st, how can he join my custom world when I'm offline?
If two people have Fallout 1st, they can both play in each others world when the other is offline. Not seeing an option though, How do I do this?

Sorry, that's not possible, you can play in your friend's world only when they are online.

The "private" worlds are not persistent. If you leave it, it is gone as soon as the last player on it leaves, too. You get a new world everytime.

Private Worlds are not persistent and only exist while you are on them, and for a little bit after you log off (10 minutes or so, at most). If You and your friend are both on your private world and you log out, the friend will eventually get kicked and the world will cease to be

There are 4 kinds of worlds.

1) Adventure. This is the same, standard world that everyone is on and plays. Using the regular rules.

2) Private worlds. These have the same rules as Adventure. You must have FO1st to be able to start one. If you do not have FO1st, you must be friends with someone who has it, and they must be online at the time. You do not own a specific private world. But one is created for you every time you join it. If your friend also has FO1st and they did not join you. They would go into their own private world.

3) Public worlds. These are short term snapshotted worlds that have modified game rules to allow or enforce things harder or easier than Adventure or Private worlds. Anyone can join a public world.

4) Custom worlds. This is similar to a Public world, except a FO1st member is required to "own" the world. That person sets up the rules for that world. It is a snapshot of the regular game, and nothing that happens in that world has an impact on the real world, and nothing from a custom world can be brought back to an Adventure or Private world. You create a world, and your friend can join you. If your friend has FO1st, they can spin up that world regardless of your online status once they have joined it initially. If they do not have FO1st, then you must be online and in the world for them to join.

Edit, with any of the worlds, there is no persistence in regards to workshops.

You actually have about 5 minutes or so before it goes away.

If the last person on that server doesn't have FO1st they will have about 15 minutes before it shutdowns even if they are still on that server.

I never asked about persistence, I care about my friend joining my custom world with my custom rules.

So how does my friend access my custom world when I'm not on it?

The first time, the friend has to join you in your world through the friends list, after that, it should show up on his list of custom worlds to join.
