Your old camp will be saved as a blueprint that you likely will be unable to place. You can scrap the blueprint and any items you built will be in the Stored tab

If your camp is placed on a nearly perfectly horizontal surface, and you move it to another nearly perfectly horizontal surface, then yes, you will most likely be able to place it down again. But if your camp is placed on uneven grounds, as most camps are, unless you can find another spot with the same contour and terrain (good luck), you likely won't be able to place it. That's why most players blueprint their camps in "modular" fashion -- main house on one blueprint, second house on another blueprint, outhouse on another, etc. If you split your camp into smaller pieces, it will be easier to place them again when you move your camp.

Additionally, if you have any stairs going from the building to the ground it won’t place. Also shelter entrances inside will prevent it being placed.

If you can, it might be better to use another camp slot instead of moving your old camp. You will need to rebuild everything with a new camp, but your old one will be saved in it's spot for later use. I have 4 set up around the map and a 5th one I use as a mobile base.

It is SOMETIMES possible to move camp successfully, but rarely with results you'll be happy with. You'll be spinning your building around for an hour or more trying to find a spot that looks right. Most of the time you'll never be able to because of things that exist in the spot you've chosen, like trees and rocks, or just the shape of the landscape. A lot of times your camp will not even blueprint the way you expect it too. Sometimes, something you placed in your old camp was clipping into a wall... when you move camp, even if the game blueprints it correctly, the game will not let you place it no matter what because of that one item.

Easier to just move camp and rebuild from scratch. Move camp and scrap your blueprints, your items will all be there.

It will always be with you. If you can place all the Blue Prints down is a whole different matter.

I have a camp I don't want to move but want to scrap and start over. What's the quickest way?

Only way is to move it via the pipboy, but not actually move anywhere. Just place the device back in the original location and everything will be packed up. Once packed up the stored blueprints can be scrapped. Returning all of the items to your stored tab.
