At level 50, you can have maybe 1 or 2 builds, because you haven't gained enough perk points yet. You can only equip 56 points worth of perk cards at a time. So to make a build, you need to use about 50 points to get new perk cards or upgrade them. At level 50, you have gained about 85 perk points total, barely enough for 2 builds. And if you don't have any or enough unused perk points, then you are stuck with the perk cards you have and have no way to make new builds until you level up and get more perk points. This is why people level up and up and up, so they can have more and more builds at their disposal.
