If your quest is to claim a workbench, then you are automatically open to pvp (even if you have passive mode turned on)

Yeah, if the quest is to claim the workshop, just ignore it. That pops up whenever you get close to any workshop. If no one is in the area, you can claim it and get some rewards (random junk and a camp plan) but don't hang around for long and stay crouched while in the area. But remember that you are in a PvP zone and there is always some risk. It can be a good source for plans early on, but most of the plans are common and can be found for sale cheap at most player vendors, so it's not really worth it

Was it a mister gutsy or an assaultron? Both can be very challenging enemies when you're low level/underequipped. The Red Rocket station workshop is in the Savage Divide I believe. Minimum level for that area is 15. But could be the Mire too which has minimum level of 30.

Basically any region outside the Forest (level 1-50) is not for starting players. Not saying you cannot venture there, but enemies tend to be tougher in those areas.

Major Gutsy has a handgun that hits very hard and ignores armor.

Power Armor has a hidden 42% damage reduction.
Med-X gives 25% damage reduction.
Legendary Armor mod "Troubleshooters" is 15% damage reduction per piece.

Or kill it with overwhelming damage before it kills you.

Med-X's description is wrong. As it was in Fallout 4, Med-X, Psycho and the like do not add % DR (not even reduction, it's resistance, as armor). They add a fixed amount of DR (Damage Resistance). So Med-X gives 25 flat DR. This stacks with normal DR from armor, so it's largely a useless chem.

They changed Med-X's description at some point to be correct. Psychotats still says 15% but it's 15 DR.

That's unfortunate.

Knowing is half the battle, still good of you to give him some helpful suggestions.

- Make sure your gear is up to level with you. Level five armor does not improve to level 15, you have to find, buy, or craft more.

- Make sure you have energy defense. Heavy leather armor is good for this, so is Refractor perk.

- At higher levels Mr. Gutsy type robots and some super mutants get an armor piercing ballistic gun. Legendary enemies at any level (and I think any type though I'm unsure) can also have this Anti Armor effect on players. Spam stim packs, vampires effect, cola nut perk with quantum, etc. when you get to higher levels; mostly, kill it before it kills you. Make sure your weapons are up to level as well. Good Offense = solid defense, unless you get swarmed.

- Have a team mate. They can revive you or shoot the mobs while they shoot at you behind cover. They can heal you, increase your experience gains and base stats, and having multiple Subscription members with you for an event gives you an automatic bonus upon completion (thanks guys!). Team play, and coop is really the heart of the game and has been even when stuff like forced survival and pvp were in place.

- Don't be afraid to run away. Don't get salty if you die. Don't carry valuable junk on you. Most of all, have fun! If you're not enjoying the challenge, hop servers and don't mess with it.
