I usually see at least two teams when it's attended. The trick I think you're missing is joining an events team and going. Once there are 3+ people there it starts to fill up real fast.
Exactly, nobody wants to be first. But once they see a reasonable amount of people showing up, everyone goes.
Run around before the event clearing biomes as there is a good chance of a few legendary enemies.
Start the event with about 1 minute to go if no one shows, expecting to fail. Instead go into B, I think, and collect Moist Radkelp. If you focus on it you can get around sixty. Don't hand it in and let event fail (or try your luck protecting the insects, it can be done).
You'll retain the Moist Radkelp after the event. Stash everything but 30 else next time you hand in you'll use it all. The next time the event runs you can use the Moist Radkelp straight away and get a level 3 Mirelurk King and focus on the other zones.
The problem is for the event to be successful you need:
1 person per biome that knows the event (preferably 2 per)
People who know to follow and protect the test subjects and not be distracted
You also have the option of Formula Q to heal the test subjects between rounds, but it makes them attack mobs, which can be bad. Especially with the melee bosses Sheepsquatch, Grafton, and Fog Crawler as they can easily one shot the test subjects.
Then there is a REALLY annoying bug that any late joiners can cause an entire respawn of all the robot mobs as they enter.
Project Paradise should have NEVER been put into rotation of events and be left as a manual activation so people could organize actual groups for it. As it takes more coordination and teamwork than Scorched Earth and Encryptid.
You can also use friendly fire to heal the friendly mobs.
