Do you by any chance have a 144hz monitor? Common problem is the game will be locked to 1/3rd of your refresh rate for a high refresh rate screen. So for 144hz you will see a max of 38 FPS.
To fix it you need to turn off the games terrible built in Vsync. Go to Documents / My Games / Fallout 76. Open the file Fallout76Prefs.ini in notepad.
Find the line iPresentInterval=1 and change it to =0. Save file and play. Just be aware that you will need to cap your FPS for the Fallout76.exe to something sensible like 140 FPS. If you don't and the FPS goes too high you will experience control issues especially in interior locations.
You can force Gsync on for Fallout76 using Nvidia profile inspector. I have been using Gsync with the games Vsync off for years now and it works well.
This is the fix that worked for me. Have an RTX 3070 and the game was choppy stuttery. Did the Vysnc fix and now it runs great. No clue why this bug is still around. This is the fix I used months ago when I read about it.
Edit: I also have a 165Hz Monitor.
You absolute maverick! My ♥♥♥♥ was capped at like 27 fps for no reason. Running a 4070 with a 144Hz monitor. Made this simple change, locked my frames to 75 with Nvidia Control Panel and I'm well on my way to an actually playable experience!

No worries. Glad it worked for you. I don't mind games having quirks but things like this never ever getting fixed after so many years it just plain bad.
AMD or Nvidia? I have been playing since the game launched on and off and regularly since the Steam launch. Never noticed driver updates really doing anything in such an old game as this. I have had Nvidia GPUs for all that time.
Fixing the Vsync is the only thing i have done and had great FPS since doing that.
Had also had a long break from the game, so alot of settings had been changed for other games in nvidia control panel. Everything reset after a new driver installment so it could be that aswell.
Really, for this engine, do you need more than 60?
