40% power attack damage (aka 40% bonus damage) (IIRC it has default max swing speed)
25% less vats cost (or whatever melee weapons get for that, which makes it attack forever but isn't really necessary)
That is about all you need...
You can substitute other effects for vampires but its not really needed

I have one and it melts enemies...I also have a 1 star vampire chainsaw and that too melts enemies. If melting enemies is your goal then you don't really need it to be the best.
TBH I rarely use mine. It was fun for like a week before the novelty of melting the already incredibly weak enemies/bosses in game that is locked into very easy difficulty wore off.
I know AT has a dedicated following but after skimming through some of those videos I couldn't believe how much garbage he is putting out there. I'm not going to go through point by point but just say anyone combining Ghoulish in Power Armour is wasting their points.
For rotary weapons the key points are they are 2 handed weapons and benefit from slugger perks. 2 handers also get 5% bonus damage per point of strength.
Use only rank 1 of the slugger perks with incisor and martial artist (mostly for weight reduction as the swing speed part is pointless).
And AT saying What Rads? is enough to not use class freak is wrong unless you want to run 14 of 15 mutations (carnivore and herbivore are mutually exclusive). Any time you take 5 or more rads you are at risk of acquiring a mutation. Having unwanted mutations is a nightmare to remove.
PA is a good option though as you can use optimised bracers mod for reduced AP drain, and PA has an inbuilt melee damage boost.
Edit: Just wanted to add the other problem of following AT is he uses a lot of consumables 'donated' by lackeys. It is not something the average player can hope to emulate.
Whether you like AT or not.
Especially if nobody posts build here.

As for this, I've given up on trying to help more or less and will be providing less info on the forums. Turtle has a large following but rarely called out for bad info. That propagates bad play/ideas through a large part of the player base.
It gets tiring to always have the conflicting view despite trying to provide evidence to prove why.
Many people here helped me (including Mooman) with my build a while back.
Providing build examples and words of wisdom.
I hope the OP will provide a build here for people to make suggestions on.
Its easier on people here to critique a build than to provide one.

Sorry Blues Man, you've actually joined the forum at the time I'm at my worst. Not too long ago I'd jump at the chance to help out with all sorts of random data.
Part of the frustration I'm displaying now is due to one of the best sources of info being shutdown. The nukacrypt website that many nuke launchers use used to have an item search database that was datamined from the game files. It was a raw look at how things functioned 'under the hood'.
I appreciate what they offered and can understand why it has probably changed (I suspect Bethesda got involved) but it's loss has made it difficult to provide more than just 'gut instinct'.
And it comes to this thread. I'm actually sitting back more these days to see what common knowledge is out there and to not be 'that kid' that always put their hand up denying others in the class from answering and thinking about the response.
There are very knowledgeable people here.
They can take up the slack.
I would love to be more helpful.
Its not for a lack of trying.
But I can't remember all this stuff.
