The Smiling Man, like the wendigo and Mothman, is an urban legend in the area. From the wiki:

In November 1966, a West Virginia resident named Woodrow Derenberger reported seeing a light on the road ahead of him. When he approached it, Woodrow met a man whose unnerving smile did not ever fade. The man spoke telepathically to Woodrow and asked for his name. The man introduced himself as Cold, and assured Woodrow that he meant no harm and wished him only happiness.

Woodrow's reported sighting of the Smiling Man occurred in the same month as the first sighting of the Mothman in Point Pleasant, West Virginia, in November 1966. Ufologist John A. Keel first connected the two in his 1970 book Strange Creatures from Time and Space, which was later used as the basis for his 1975 book The Mothman Prophecies, which was adapted into a 2002 film of the same name. The film also features an appearance by Indrid Cold.

As for the point, there is none, Its just a random encounter.

thanks, yep thats all he did, good story just seems strange that with over 6000 hours in game i had never run into him before.

Not that strange. The wiki says he was added in the Mutation Invasion update, which was back at the end of February. So he has only been in the game for a few months.

Don't think I have ever come across him either. Makes sense though if he is new as i usually FT everywhere now compared to walking and exploring everywhere always in the past.

At higher quality you can see he is wearing Civil War or Revolutionary War era clothes. The guys ancient, looks good for his age.

thats what it seems like, i still walk a lot an every now an then find something i have not seen before, like today i found a tunnel under the road leaveing watogo to the north east that will take you all the way to bog town an if you are in to brain fungus its full of it, it branches off a lot but i did not have time to chack it out, mabey latter,

i actually ran into him myself yesterday and it definitely caught me off guard since i thought id seen pretty much everything in the game over and over by now. After he talked I gave him a tap with my gun butt and he vanished violently and abruptly.

I've run into maybe a dozen times, after talking to him the first time I was thinking he's Secrete Service. But after all the other times-plus the Buff he can give you, I now believe he is with the Aliens. Checking us out .
