Legendary Modules to roll for your own.
You don't craft legendaries, you just upgrade what you have with 1/2/or 3 stars -- and they roll at random.

It will be the first option under 'Modify/Repair' on your workbench.

Can it be done on any weapon/armor and can i keep rerolling them or do i need another item to do it again?

The requirements are listed like any other junk. It will require 2 legendary components, the other of which you should already be loaded up on by your level.

You can keep re-rolling on the same piece of armor/weapon and it will overwrite the previous try. All the stars will be wiped & replaced with the new roll attempt.

If you've got a fat stack of scrip and want a specific look to your armor mix, this is the only way to go.

I roll just one time on each piece, that way if it takes 50 rolls to get what you want at least you have 49 bad ones to turn back in. For 3 star Items that is about 30% script to buy more Modules with.

Yeah, if you have Super Duper perk card equiped when crafting a batch, it's worth it. Try to lower the cost of crafting too with relative perk cards equiped.

Then sell for scripts or in your vendor for caps.

**Special items (such as Vault 94 armors and specifically legendary weapons, such as the Sole Survivor or Unstoppable Monster) are crafted using legendary modules and scrap. The module consumption is far less than upgrading, but with the Vault armors they also require Vault Steel.

Armors require 1 less module to upgrade than weapons. If you see weird numbers (like requiring extra or fewer modules to upgrade/craft) hop servers ASAP, as the one you're on is having issues - don't risk losing the stuff, just make it elsewhere.

This is what I do. Use super duper to craft say 20 of an item and then roll legendary effects on all of them and turn in the bad ones, sell the good but unwanted ones and keep the good. Repeat until I get something i wanted or close to it.

Not ideal for everyone as it requires a lot of crafting materials to do this, but you get some scrip back this way compared to re rolling on the same piece.

Not for the purposes of OP. I wasn't referring to special weapons, I was referring to upgraded pieces.
Thanks for re-stating this, though.

You DO craft legendaries,.. it's not debatable

You craft weapons and armor using a plan and some pieces.

While adding legendaries to what you just made (or to anything) is listed in the crafting section. You technically aren't crafting. You are chance rolling over and over until (if) you get want you want.

Crafting: Skill in doing or making something.

Legendary: Chance roll hoping to get a desired outcome.

This is just a thought. But I would love it.
You know the fortune telling machine?
Have a machine similar to that for applying legendaries.
A free machine to build in camp at any level.
And / Or placed next to where the legendary machines are now.
Then remove the legendary section out of the crafting menu.

It would be fun I feel. Maybe it could do some animation or something.
Maybe have an arm to pull like a slot machine, etc.
