Edit; It uses the same mods as the Combat rifle does.
Problem with this game is ammo means nothing. All stats are from the base weapon +- mod effects. The ammo used is nothing more than a counter, there are no stats associated with it.
If ammo type mattered and each had a template that adjusted the stats (it can be done in game easily) then currently available weapons would have unique feels or combat niche.
Chance of such a thing happening? Slim to none.
A lot of those things that the devs have included from other games were created later according to lore.
As for anti matter rifles? Bud if you can accomplish controlling a mostly hypothetical substance that only exists in labs to craft it into a bullet... But how do you make more ammo later? You'd need specialized work benches/camps/labs/factories just to produce it..
Only small guns I use now is the .556 Handmade and the .45 The Fixer and rarely the railway just for the bleep of it.

Plasma Caster? I think the role you want is the Auto Grenade Launcher. It is effectively an auto cannon.
The plasma caster sort of fits, so Fallout 76 has an option (not a rifle, though). This is something I've wanted since Fallout 3 however. And no, the auto grenade launcher doesn't work. Its both automatic (granted, a slower automatic) and explosive. I want a rifle. Something that shoots large chunks of dense metal at a target. Something along the lines of an Anzio 20mm anti-material rifle. (Though most 20mm rounds are somewhat explosive, there are nonexplosive ones as well.) A sniper rifle that would require power armor to use effectively.
