It's more about the barrel options of the AGL that make it the 'tank' gun.
The thing with Fallout though is China had no heavy armour, PA was intended to fight infantry.
But I get it. I'd love a heavy charging laser sniper rifle that was slow but devastating (not dissimilar to gauss, Tesla Cannon?). Something about that anticipation like the Death Star blast.
Until then they are a substantial part of my diet.

30mm, 40mm or 50mm rounds. If 30mm cheaper ammo, if 50mm more expensive. The ammo should be as heavy as rockets and require nuclear waste to make.
In rifle form, 50 CAL depleted uranium shells. Nuclear waste and uranium ore to make.
A big problem with this game is the damage resistance equation. In short the more damage you do the more proportionally gets through as health damage.
That's a big issue as the lower you go on the damage scale the higher the effective HP of your target is. Effective HP is the damage a player needs to output to kill something when all reductions are considered.
This need for high damage output pushes the VATS/Crit/Buff meta far ahead of any other play style, free aim is effectively a waste of resources.
The game desperately needs a total balance pass and a reevaluation of the mathematics involved. Too often content is based on PTS reports from over powered players and not representative of a more casual player base.
I honestly don't know if the devs even observe players on the PTS or are fully aware of differences in the power scales, as to date (9 PTS by my account) there has been no sign of base level balance passes.
If we look at the most recent attempts at weapon balancing with the Ultracite Lasers the only word that comes to mind is "clueless". Whoever is making those changes obviously never played with them long term. This doesn't bode well for any other weapons tweaks or balance.
Hire or assign a Dev specifically for weapon balance Bethesda. It's what good studios do...
