But if you want one good, free, and only need to scrap more of them to learn the mods, you have the BoS heavy combat armor, wore by BoS scum npc soldiers, how to farm?
There are fixed BoS patrols around the map, just kill and loot them, at lvl 40+ they'll start to drop the heavy combat armor of BoS variant, (there are 3 variants more), just collect them until have a full set, and scrap all the others until learn all mods.
If you check the stats, the next better is secret service.
PS: This one is better than marine armor and you dont need to craft any piece, just killing BoS scum.
I use SS armor because it gives the best protection of any non PA armor.
Adding the Buttrested mod to each piece gives you 115 Dam Resist, E 85 and R 85 on the chest and D 53, E 53, R 53 on each limb
Adding the SS Shielded under armor gives you another 15 Dam resist, E?, R?.
4 of my pieces are Vanguard w/weapon weight reduction and the 5th piece is Unyielding w/WWR.
*I have the large capacity mod on my backpack and that costs a loss of 60 Energy and 60 Rad resist.
With my mutations and the Cards I have in play, my Full health Damage resist is 737, Energy resist 717 and Rad resist is 612.
At low health the lowest my resists go down to is D 596, E 57?, R 612.
**I do have the Rank 4 Legendary What Rads card in play.
The only thing I can't do in that armor is stay in a Blast zone for more than about a minute and a half without dying.
I've never used Covert Scout armor.
You do not even need to do that, BOS is a version of combat armour, you can buy the plans to convert any combat armour into the BOS version, they used to be sold for about 200 or so caps each at the I think Grafton railway station robot vendor, maybe the other one deeper in town. And crafting heavy combat armour or buying or looting it is not that hard.
Only left to buy will be the "Buttressed" mod for limbs and torso and maybe "Deep Pockets" or an other mod.
The SS armor is really great no matter the rolls like Unyielded, Overeater, Vanguard you name it.
I have a Bloodied build with the SS Unyielded armor (set) and i'm very happy with it. Did try other amors as well but the SS armor is one of the best... in my personall opinion!
I use the SS chest piece with the jet pack, with all limbs using the covert armour. Have always enjoyed using stealth in games, but the problem I have with the covert armour is that all new events negate the use of stealth which makes this armour pointless. It's still great for roaming around Appalachia, but it may be a good idea to have a full set of SS for events.
For me Secret Service isn't the best simply for its protections, which are the best. Its how cheap it is to craft. 3-star legendary pieces for one module is fantastic. This is the real super power of this armor, letting you easily (or less so depending on your RNG) craft a custom set with your preferred effects. Compared to Brotherhood Recon it's far easier to obtain too.
On top of that it is very lightweight, and you can wear clothing over it so you can get your swag on. I bought the plans from Minerva which cuts the price by a quarter so not a bad idea to wait for her.
The upgraded pre-war armors are pretty decent, the covert scout armor and arctic marine armor, but straight damage resistance Secret Service is still best and Chinese Stealth still favorite.
Truly end game is tailoring it to your build/character. I have two pieces of extra assassin's armor I can switch to make a full set should the need arise but for me the general choice is environmental suitability since you can run from mobs; if you're not going for Power Armor you're not going for max protection, anyway, so it mainly depends on how you play and use your build. My personal choice is because the orange blends nicely with most post apocalyptic flora - a purely aesthetic choice - and it also matches my Fasnacht beret and black powder skin.

You hit the hard soft cap on gear from that set alone... going higher is pretty pointless (you want % reductions at that point so PA gives 42% just from the armour)
SS armour is pretty easy to craft, can be covered with a costume, pretty easy to get a full set of stuff if you want the matching legendary perks to be an option
It is ALSO cheaper to craft than to roll
The BIG reason for the SS is the jetpack... I think that the daily ops non PA armour can have it too but its harder to obtain a good set of that.
Crafting it you can get more crafts vs one roll and you don't burn up cores
It does burn up your scrap resources so figure out how to farm those too
problem is its non tradable so you are on the RNGesus please take the wheel ladder... getting what you want in a set will take 31+ non stop years of playing... getting something acceptable is 6mo - 2 years (at least 2 good effects)... getting something passable can be a couple weeks (one good effect + jumbled others)
