Making friends is easy, easier than communicating in-game. Some don't like to use their mic, and those that do, can't always turn up the volume or use a headset - I remember on one occasion while playing a different game, myself and a friend were goofing off (loudly) and one guy turned around and asked up to STFU because it was 3am for him! - Volume controls and his lack of sleep, coupled with his geographical location separate from ours aside, I've tried to be understanding of people not using mics.
You might find yourself adding people on Steam or Discord in order to communicate.
Lastly, If you prefer to go solo or co-op, but not a fan of PvP, switch on pacifist mode in settings, PvP is initiated when one player attacks another (or inside workshop area's) It is then up to the other player to attack the attacker - if they do, full damage is dealt between both players. If the second player does not attack, damage is very limited. This means that with certain "spray and pray" or explosive weapons, you can end up initiating PvP unintentionally. Pacifist mode completely removes that risk.

PvP can and will still occur in workshop area's regardless of pacifist mode. Worksop area's can be easily avoided and if you take one over but it later gets attacked you do not have to defend it.

This community is by far one of the best and you will see that soon enough
As for "making new friends" and maybe have some company while traveling the wasteland, i would recommend 2 discord channels, "Fallout 76 Discord (unofficial) " and "FO76 Casuals Discord" i hop on and off in both channels and its allways a laugh and entertaining, met some really cool people here
Since the game doenst have "text" to chat ingame, i would recommend a Microphone to talk ingame and discord , if you are the "shy type" most discord channels have a "voice-to-chat" channel where people reply via text to what others say via voice
PS: there is a mod in nexusmods that allows you to add a "chat menu" (write ingame) to your game, just remember that only a small fraction of the playerbase uses this mod, so its a hit or miss
