Secret quest. Best look up on wiki. It was a teaser for Wastelanders (poor one, mind you).

It is really quite a letdown, to go through all of that, and then "woo, here's a room that you'll eventually come back to as part of the main quest!".

They should re-purpose it, maybe small stash of gold or something if you get in early. IMO it's one of the better designed quests, and not because it's "secret".

If you go in with the settlers you never go in there. It’s only used with the unmarked quest and the Raider raid.
