And he's always there once you've completed the quest. He never goes away. He just won't sell you any more gold until after the reset.

He is there all the time after you do the vault raid. Not limited to certain days or anything like that, just there all the time.

You have to be on a character who has done the vault raid or else you will not see him.

Each one has a vendor with slightly different items for sale. However, eventually you can gain maximum reputation with both and unlock everything - you just tend to gain max rep first with the one you side with.

I personally choose the raiders because the raiders actually help you in the quests, while the settlers are like "go get the stuff for us."

As for vendor stuff, you can get access to both you just got to grind the reputations.

It is far easier raising Raider reputation than settler reputation, if that helps. Whichever you choose is going to have a lower reputation.
