The water cooler plan can be obtained from the "holiday gifts" that show up in December every year. They are available to buy at train stations, can be farmed from "festive scorched", and can even be farmed in your own camp with your Santa-bot. I got TEN water cooler plans just from last December. Yes, they keep dropping even if you've learned it. That's why so many people have extra plans, You'd be a sucker if you had to pay for it. SO many threads have been posted about this plan here because either most people don't know about the holiday gifts or they just want to get the goodies without playing the game.

Kakapo is player user name in this game and he sells many rare things in his Vendor, If you see his camp you are in the right place-I bought vintage water cooler plan from him and he had dozens of them, the price was high, but I wanted it right away and I have no regrets, but the choice is yours
