Bloodied builds are still ahead of full-health builds, but not as much as they used to be. In a typical ranged VATS build, Bloodied will be doing about 18% more damage on crits than a full-health build, given the same target. If you die due to your lower survivability, that damage advantage is quickly lost.
Only time at events, including the boss events, that I go down is when the server has a hiccup and i die in one go for no reason when i'm not even being attacked. Doesn't happen super often but it does happen occasionally. With the right build you are very tanky in PA and still very strong in regular armour like secret service.
I think lots of players want to play bloodied and be powerful and be one of the cool kids but don't invest in all the damage mitigation and survivability perks, which is why you see so many die at events. Poison and fire are big dangers to playing at low health but we have legendary perks and armour effects to help with that now.
Also with some very simple food buffs and the carnivore mutation I can go from my bloodied 19% hp being 69 hp (nice
Exception - I nuke myself with grenade. lol
