Also gunsmith perk is for crafting guns. It has nothing to do with armours or underarmours. The perk armourer is for crafting armour mods.
If you like I can make you the raider underarmour and you can add your own lining for the plan you bought.
You can learn the plans/mods in any sequence and you don’t have to learn all of them.
One really good spot for armor plans is the fourth floor of Fort Defiance, on a table between the two power armor stations. Maybe you'll get lucky.
Go to the Whitesprings Mall and buy/learn all the under armor upgrades. Like that, you will have a chance for the "Shielded" one to drop ... .
If you can't find them, server hop as needed ... .

Shielded is the highest level you can get. Your current Scout type underarmor is already one of the best in game.
Lining plans tend to unlock in order when bought or awarded from events/quests. I don't know the order by heart but that can be found on the wiki.
There are several types of underarmor with different stats that suit different play styles. Raider, casual, BoS, Scout, Service, Wetsuit, Vault suit are some of the archetypes that cover a lot of visual styles, again the wiki can make sense of it all.
