Why are helmets so rare

Is there a reason why helmets are so rare? Things like the Marine Combat Armor Helmet or Recon Scout Mask are either a seasonal item, incredibly rare, or just straight up unobtainable at this point why did bugthesda make it like this?

Well unless the wiki is outdated, the plan doesn't randomly pop anywhere, only in mole miner pails.

No idea if you can get the actual item as a spawn, which might be enough since it's not able to take legendary effects and level is irrelevant.

You are saying the Arctic variant is a rotating Minerva item? Interesting, I'll look out for that.

Edit: I just checked, and it seems it does. Thanks mate, this is something at least.

Edit again: I feel silly now, another wiki says you can find the helmet at at least 3 discreet locations. Thanks again, this bugged me so much
No, wait again, that one was unreliable and talks nonsense.
Still, I'll try checking out the locations. I would think I'd have found one by now, but you never know.

And damnit man! Which marine helmet? I regularly sell the plan for 76 caps. Both spawn in the watoga rail car WSW of the train station. I've heard many seniors mention they can't find a simple spawned plan, and theories on the mechanic of why, but it might just not be spawning for you as a "glitch". I'll keep an eye, even though it's kinda pointless to you at this point... Will you be more bitter if I fetch it for you?

PB you're getting mixed up. There are 2 Marine headwear.

The Tactical that matches the Wetsuit and the Helmet that matches the Armour.

The Tactical is easy to obtain from plans but the helmet is Treasure Hunters.

Well, at least I can get the Arctic version next time Minerva has it if it doesn't drop from Daily Ops before that.

The regular helmet is tradable. I'm not 100% on this but I think you can also learn the plan from scrapping (that may be old info from Dev room thefts).

At the very least either should be able to be painted with seasonal paints so it won't matter if Artic or not.

No no. The marine armor plan, not the combat armor helmet plan.

As far as I'm aware, the helmet plan is a rare drop from the mole miner event pail loot table only.
No idea about the arctic variant, I think I get parts from Daily Ops sometimes, so I assume the helmet as well.

wait the marine helmet is rarer? i got the plan like my first miner pale lmao i was lvl like 50 at the time. after they do something....specific, i sell em for 10 caps at my camp
