Here's what I did:
I tried server hopping, then a private world, fast traveling - and back, even tried going to the train station and "re-reading" the poster. I switched characters (made a new one), then swapped back... nothing worked. I contacted Bethesda and they were... basically useless?
Here's what seemed to work:
Then I had the idea to join a public Casual group with a low-level player (18 in this case) who *hopefully* hadn't done the mission, then went into Big Al's. After literally a dozen visits trying everything else, this time the page was FINALLY back and grabbable!
That said, there's a *slim chance* the Bethesda rep did something to reset my quest cache (or something).
Another thought I had was, possibly, that the quest would self-fix after weekly maintenance (Tuesday)?
