Report a translation problem
The only way to be on a server all by yourself is to subscribe to FO1st and then you can play on a private world with nobody else around.
However, this is still online, so certain mods can and will result in game bans.
There is no way to play offline with no internet connection.
Or try it and see, but beware you could be banned.
Otherwise, don't use the mod. You don't need whatever it is anyway.
And game is a lot more fun with other people around.
If it helps on the mods issue, here is a quote from Bethesda's support:

Now one can take this any way they want, But I use visual mods and have for think 4 yrs now, my understanding is If use mods then don't come complaining to us (Bethesda) if it breaks the game.
It's basically the same stance they took with their other titles until they officially launched support sites for the mods (locations to download them directly from Bethesda).

I play the game mod free in any way and have tons of fun with it. But if you want to play alone? 1st Membership is your answer.
-have "Pacifist" enabled in the Options tab
-don't return fire from a player (dialogue box appeared)
-don't picklock anythings in player's CAMP or player's CAMP area, watch for this if you're near a player's CAMP.
-don't picklock "Supply Drop" you didn't call
-Avoid "workshop area", to be sure, don't picklock anythings there. If you have a challenge (claim a workshop), do your things, and leave the area. Stay crouched and you won't appear on the map for the "HeadHunters".
And, the rule that rule all, you don't like a situation, server hop and that's it, don't wait for the outcomes ... .
Edit: Also go into settings and enable Pacifist. If pacifist isn't enough when you are dealing with more devious players, simply leave server and join another.
