Betathesda isn't going to create special servers because it would undermine their ability to sell their Fallout 1st subscription.
1. Bethesda created Fallout 1st.
2. Bethesda want to sell Fallout 1st subscriptions.
3. if you get fallout 1st you can make your own server.
4. Did anyone mention Fallout 1st?
On a serious note, you can play the game any way you want. if you find role players you can add them as friends then when playing you can invite them/join others in the open world. you can continue doing this until your group is the dominant group in the server. but realistically, do you know 30 role players that will all play at the one time?
I dont think its about better or worse games. the fallout universe is very Roleplayable. you dont need a text system to roleplay, you could actually roleplay it to have a radio broadcast feel. Yes it would require confidence, but text isnt a pre requisite for RP. Take D&D. people are playing that on teams now!
and actually, you could run it along side a discord server where you could document the story arcs.

In my opinion thats less a trait of rpers and more a trait of toxic people. but yes, you're right, the rpers should should not have any right to bully people off the server.
I've rped for years and I have only ever had trouble with the die hard pvpers. I have never been part of or witness a group of rpers target non rpers. I am sure it happens, there are always toxic groups. but I have never seen it myself. Perhaps I just run with a higher calibre of human
Bethesda - report the bullies like you would report any other type of bully. just because its an organised RP Group doesnt mean they have any more control than any non rper. just like they cant force you to join, you cant stop or expect any additional rules to be implemented for/against the rpers.... its open world to play as you wish within the guidelines set by the studio.
*Beating an irradiated horse with bloody mess here, but more story content/factional significance = GAME PLAY which includes the "role play" dear OP here craves.
There are Role Play public teams; unfortunately unless you rp exactly as they do you're likely to be booted. Still worth if you start the team though. I've also met a couple absolutely hilarious and fun Super Mutant RPers that won me over to roleplayers in general in 76. Usually you run into Brotherhood or Enclave sorts.
