It is a per hit chance to instantly cripple, all limb health gone. Splitter weapons (laser and plasma) take advantage of this as they offer 5 hits per shot.
Land Scorchbeasts, make Behemoths sit down, blow up robots (cripple both arms), it is fairly useful if you can spare the luck points and can pull yourself away from only headshots.
Yeah, the 4 pellets will help, but... Dragons are special. They already have a limb damage effect built in.
The difference is they will damage limb health to chip away for a cripple vs. a chance at instant cripple. Edit: It's even better... they have a built in 20% change to fully cripple as well...
Which one is better? You'll have to test. But in most instances going straight for the head shot kill will be best. Crippling doesn't do more damage to HP it only reduces mobility and causes staggers.
