Report a translation problem
1. Brute force option:
If not too much hassle, take the cap hit and move the camp (to the same spot if you want), this makes all items go into your 'stored' build section where you can scrap them
2. Fiddly option:
If not tried yet, build more and connect the parts until it lets you delete the parts you don't want.
If you are confused by what I mean, build more foundations next to the top one and use another / more stairs or ladders to connect to the ground or the rest of your structure, whatever you need or think that creates the issue.
These things do happen though, and sometimes it just won't let you despite everything you try; In that case, option 1 is still open for you.
PS: building is a bug-glitch fest, so, take your time to watch some tips from your favourite video platform.
Restart.
Move your camp.
In that order. Relog should fix it. The glitch you speak of is common especially if you've had two stair ways attached to the same floor; these sorts of glitches pop up a lot more frequently when you've been in build mode for more than 10 minutes. Keep building sessions short or just remember to server hop AS SOON AS you encounter bugginess; don't let it wait and try to build around, that's an easy way to get bugged camp items.
but even then it fails
this will 100% solve it:
you create a structure around it
basically if you create a secondary staircase and connect the foundation to the other structure you'll be able to get rid of that problematic staircase
