Modus Production Terminal, in the whitepsrings bunker, you seem to have got some bits mixed up, the plan unlocks the ability to craft it.
There are three terminals to buy separate inventories in the bunker, too, it's easy to check the wrong area
One is next to the production area with the work benches
Another is in the medical wing. That's the one that sells mutation plans, not the one you want.
The last is in the command area.
I don't remember whether it's the first or last terminal listed that you need. Good luck.
**You want the first. In a red lounge room there is a door that says PRODUCTION above it. Through there is the production terminal s.turner mentioned. 6.3k with 9 charisma and no buffs.
The mod boxes are random, 2 per server. If you are patient and have access to the millitary wing you can server hop to reset inventory.
It takes time but less caps. You can get any X-01 mod this way but fair warning it could take months of RNG for rarer boxes like jetpacks or shocks.

DIY Enclave Tesla Armor
For my fellow 76 players who loved the Tesla armor from Fallout 3. The Liberty Prime skin torso and arms, with the new Enclave skin head and legs make a darn good stand in for Enclave Tesla armor in Fallout 76. Oddly too it still talks, which I wasn’t expecting since the helmet has the silent mode and all, but it can be fun seeing as many of the lines still seem perfectly fitting."

Do next to NO damage whatsoever. .1% or .2% a second
Should alter your armor appearance like in every other modern Fallout game that came out 10 years before this one.
I think I wouldn't be so burnt if it wasn't for the fact that they were 5200 caps for the patterns and it literally does no damage. It's the literal definition of a waste of money lol
There is a small number for regular armour. (Deep) pocket mods were recently changed to add small pouches and brawling mods for metal armour add a blade.
