I thought players got a list legendary perk slot at lvl 400 for some reason but I got there and nothing. Did I already max it? I have SPE IAL but not C.

Last (6th) legendary perk slot opens up at 300. Currently it is capped at 6 slots.

Note, special charisma gives you the effects of the extra cards, but it does not allow you to share perks on the up to +5 legendary special points.

You are SPECIAL already with your perk cards and now you are a Legendary Special Menace to the wasteland--shoot'em up and move forward to even greater Perkness...

You should always be able to check your Legendary cards at the top of your special screen.
You do have the list for Explosive Palm, Funky Duds, etc already filled?
You use the perk coins to upgrade those cards.
Sorry if that's redundant but there have been players at level 300 completely oblivious to their legendary perks.

I've only unlocked the SPECIAL ones, the others seem silly or completely niche.

That was my take on it up until level 400 or so on my first main. Then one of the seniors here showed up in my game and totally outclassed my damage output using exploding palm (we were both unarmed - of course a few months later they nerfed unarmed like the Sack of Stupid they chose to be). The other Legendary Perks are quite niche, but as you go you may find some of them work incredibly well with the builds you use. I also ended up scrapping a couple full-starred legendary perks to switch in What Rads, as it's good for ghoulified non-PA users - what my two mains are, to varying degrees.

Funky Duds, if working, is one of the most beneficial ones as Poison resistance is pretty damn hard to come by. Last I checked my vault armor effects were working fine as a set so I THINK the Funky Duds combination effect works too.

Yes I agree. The legendary specials (except for Charisma) are the best bang for your buck and provide the most utility. However at higher levels you should have the ability to drop some legendary special cards to focus on damage without too much change in the effectiveness of your build.

Having said that my main level 800 usually runs 6 maxed out legendary specials all the time. Yes my damage output is not as high as it could be, but i don't struggle at any events so not really bothered. I do run many of the different legendary perks on other characters though. They are very good in the right situation.

It doesn't really matter which you use. Unless you deliberately nerf your build this game is absurdly easy after ~lvl 100.
