FO76 Stuck as "Background Process"

Good Saturday,

Recently tried to play FO76 for the first time and have had the bad luck of it not wanting to play. Steam says it's playing but it seems to be stuck as a "Background Process" according to Task Manager.
I've tried several guides, including some from this discussion board, and none of the "fixes" have worked.
-DirectX is up to date
-GPU Drivers are up to date
-Overlays are disabled
-Steam and FO76 running in Win8 compatibility mode and as Admin
-Anti-virus has been disabled
-Files verified multiple times
-Tried changing the 'bSteam' setting in the .ini file from 0 to 1
-Deleted the Fallout 76 files and then verified installation to get them back
(edit)- Just to add to the list: I've now tried uninstall and reinstalling
(edit 2) - Decided to give another crack at it because why not, and I noticed that if I let it just sit in the background process for long enough eventually it will close itself. No idea what this means.

I don't know what to do, my friend that was helping me (and who can successfully play) doesn't know what to do. I'm at a point where I'm considering refunding it but I'd much rather get it working.

There are allot of this going on. I do know I was never able to tun it in win8. It was made for 10 and above only when it launched. I had to get Win10 back then just to get it to run..More players maybe here soon to help.....

Same situation. Haven’t tried the antivirus and bSteam yet, but surely all the other things. It just starts up, opens a blackened medium window, shows as it’s loading and then closes up, as nothing happens. If at least we know what the heck is going on…

I've resorted to joining the FO76 Discord and digging through past posts for answers, as well as asking Bethesda for help via customer service. So far I haven't found anything promising in the Discord and the customer service rep asked for a "brand new DxDiag with the most up to date information" because so much changed between yesterday and today.
