From that with a basic The Fixer, perforating mag, powerful automatic, sneak of 40% Commando with Tank Killer vs. 60% without.
Without Tank Killer you get higher DPS on paper, however it doesn't take much DR/ER (only around 50, which only a few mobs have) before having Tank Killer will do more actual damage. This will become more noticeable as mobs level beyond 50.
As I recall 1 point in each commando and 3 in tank killer gives the best basic benefits. 6 more perk points to double and maximize commando's effect isn't exactly efficient when you're pinching for cards.
It's easy to just pop on tank killer when you have to deal with bosses or mobs that are taking less damage, swap it for commando when you finish em off.
