You will most likely have to move the camp to fix it all.
i spent some time trying to unf#ck it but to no avail. as expected.
luckily when moving camp the game blue-printed some smaller stuff i fnished beforehand so about 30 minutes out of 2 hours building horror have been salvaged. hooray for me!
If this happens to anyone, the solution is to place new walls/floors around the structures as to allow the build system to renew/reset its layering. This happens when you camp had, at some point, its layering updated and some order in the layer was butchered. (This often happens when you got more than 1 floor as the main culprit is often the stairs).
In the example above, you got to place some floor on the 2nd floor so that the stairs can be "linked" by the floor on the 2nd floor. This should allow you to remove all, but 1 stairs. Then, you remove the floor again and, then, you should be able to remove the last stairs. For the 2-blocks-wide stairs (the one on the left on the image), I had to build some wall around it and remove them, sometimes, to make them "removable". (The walls + those stairs seems to the biggest source of issues I had with with building my CAMP.)
Foundation blocks are funny in that they are only 'grounded' in their top half, even if the bottom half is sitting in the ground.
Those blocks on the right are only held up by grounded blocks to the left. To fix it you'd start removing blocks from the right side of the screenshot.
The stairs are also part of 'holding' up those blocks. They can't be removed until all the floating, snapped foundations are removed first.
Of course all this is moot if you just move camp...
I'm wondering if the camp building system we have is not another one of those sick vault tec experiments they would run on the inhabitants to test their response.
I’ve had issues with stairs and the vault catwalk on occasion. I have one camp where I was bridging two levels up a cliff face using those two items. When I tried to remove it and rebuild it. I couldn’t take the middle of the stairs. I couldn’t take out the catwalks. I ended up fiddling around and found two pieces. One towards the top, one towards the bottom I could take out. So I was able remove from both ends, leaving a floating stairs and catwalk in the middle. And then take it all out.
