I've always played as a "gunslinger" is the fallout series, so I was disappointed in the pistols's state in 76.
You have to max out gunslinger perks, VATS, addition bonus perks ( like "Glow" ) , stealth , and bloody mess builds - yet basic rifles are far stronger.
I just face-tank with shotguns, hunting rifle/sniper, and preferred perks until level 50 for the free special reroll. Then, I'll get serious on how to proceed.
Double magazine higher fire rate? Use a rifle. A rifle will still be better due to reload perk and perception special.
What pistols need is much reduced AP usage to make them burst dps weapons. High burst potential but frequent reloads.
