There are several quests that gift you with complete sets of Power Armor. Dumping the frame right in to your inventory.
When initially gifted, the frame (and armor) weigh 0 pounds. As soon as you deploy and collect it, the weight goes up to the standard 10 pounds.
So...if you see a complete set of non legendary PA...try it on :-)
The one floating in air was probably standind on someone's survival tent, and then they logged off.
By the way, if you take the frame it will weigh 10 lbs in your inventory, regardless of whether it has any parts on it at all. Empty or full, it weighs the same. So always take a frame, and put parts onto the frame. Then pick it up (or allow it to return to your inventory). Even if you can't use the parts, it's a great way to carry or store the parts, since they will just weight 10 lbs fixed while on the frame.

If you find a suit that has pieces too high for you to wear.
Remove the pieces.
Enter the frame.
Exit the frame.
Put the pieces back on the frame.
Wait 90 seconds and the frame will be returned to your inventory. You can't wear it, but you can carry it.
Pieces weigh up to 12 pounds each. But pieces stored on a frame wear "nothing" as long as the frame is being stored.
I thought that was how it was meant to be. Wasn't till later I I realised it was just a bug.
