You get more gold for doing daily events at the overseer's home, foundation, and the space station there are two. That you can exchange for gold bullion. You use that in the enclave gold silo to purchase weapons and armor. Secret Service Armor is the best and that is where you get the plans. The other vendors have some plans, and when you complete missions, they have more that show up in their inventory. Complete the Wayward mission and get access to the Enclave to open all that up. Minerva also sells plans for a discount gold price, you can find the schedule online, but usually right outside the major hubs, even at the Whitespring Resort now.

Yeah, there's a cap on all of them, including the previously mentioned.
That said, you certainly feel it more in F76, much like SWTOR if a free-player. They don''t seem as reasonable as the others.
