The option for fullscreen in the menu is not there or is there but does not apply?
You could try forcing fullscreen to on in the games ini file. This is simply the file where game settings are saved.
Go to Documents / My games / Fallout76
Open Fallout76Prefs in notepad. Not far from the top you should see the following lines. Change them in your file to be the same after the = as I have below.
bFull Screen=1
bBorderless=0
Save and run the game hopefully in fullscreen mode.

Doesn't have to be notepad specifically, just a text editor. If it doesn't at all you are either doing something wrong or it is an issue with your PC.
Right click on the Fallout76Prefs file and then select edit near the top of the menu popup. It should open it in notepad by default if i am not mistaken.
If it still won't then right click on the file and select "open with" and if notepad is not on the list on the right then click "choose another app" and select notepad from here
here buddy i had the same problem, don't listen to anyone saying its a pc problem its not, and that file he told you to open will not open, for a reason i am not sure. something specific with fallout 76,
this is what you do
you will go to documents, my games, fallout 76, like the guy said above, but you will then click on the fallout 76 file directly above the fallout 76Prefs file. in that file you will find display (or hit control f and search display) make sure bFull Screen =1. and bBorderless = 0
you will then hit save.
you will then go to steam right click on fallout 76 and go to browse local files, you will then see below your fallout 76 application file there is another fallout76 config file, you will have to repeat the steps from the directions above and then hit save. should be good to go after that!
i would also recommend that you check your display settings on your monitor and make sure the resolution in that file matches your monitor. for example the default on mine was 1980 by 1080 or something, and my monitors resolution is 2560 by 1440 so i had to change it to that.

What exactly is the error it is giving? Be good to know so i am aware of it if it and be able to help others in the future.
You do have to run the game already for the two ini files to be there and have settings in them. It won't work if you have never run the game yet.
Also for the MS Store version of the game the instructions are the same but the file you need to open is called Project76Prefs instead of Fallout76Prefs for the Steam version.
Lots of new players that recently have the free MS Store version from Prime gaming so i am sure there are some coming here looking for help with the game.
