my (skill) issue with this game
i want to love this game but biggest and only issue with the game is how stupidly i built my character, im dumb when it comes to builds in games like this so when i got the game i just put whatever into wherever and i just feel so underpowered its boring to play. im too lazy to restart with a new character. i just want to enjoy the content without worrying about ammo constantly/doing zero damage because i use all types of weapons

You do realize you can move your points and cards around at the PUnch Card machine once you hit level 25?

You can create build "sets" and switch using a Punch Card Machine. This machine also allows you to respec completely including SPECIAL. You can play as anything you want with a single character.

Yep, you can use the punch card machine to save a couple/few different loadouts so you can switch to Heavy or Stealthy builds for example pretty easily. And as you get up in level you collect enough perk cards to do anything you want really. I think level 300 you should have every card maxed out and by then you can roflstomp anything solo besides bosses, and sometimes bosses if you minmax.

Does the Punch Card machine require any real money purchases because I'm the same as the OP and I'm kinda just all over the place with my lvls and I'd rather just restart than spend money

No, you get it for free at 25 lvl. Then you have to either build punch card machine (you get blueprint for free), or use one found in bigger places. You can then (using the machine) reset special levels at any time for free.

For free:
You can build a punch card machine at your camp.
There are punch card machines at every train station.
There are punch card machines in most player camps.
There is a punch card machine at Nuka World on Tour.
There is a punch card machine at Artisans Corner in the Whitespring Mall.

Now as far as money/atoms goes.

Every player gets 2 free perk/special loadout slots to save specific builds for easy swapping. You can purchase up to 3 more with atoms if you want. But you only need to buy those extras if two is not enough.

I've got a lot of help in this thread here.
"Making proper perk card builds?"
Sorry don't know how to link it.
