CANNOT get the new quest after finished the "belly of the beast"

I cannot get the new main quest"Uncle Sam" after I finished the "belly of the beast" quest. WHY? So desperate for this

Belly of the Beast is the last quest in original story's BoS-part, Uncle Sam is an Enclave quest and it doesn't trigger after finishing BotB. (even though wiki implies so) It can be triggered while you are searching Charleston Herald building for your soldier's certificate but you probably missed the terminal so either go back there and check again or just go straight to Abandoned waste dump in eastern Mire.
EDIT. Oh, there actually might be a terminal in Fort Defiance that triggers it, it's been a while since I've done it the "proper" way.

Thank you so much for your kind help, yet I went to Charleston and found the C. Quinn's office, but I cannot trigger any main quest with this move. And I came back to Fort Defiance and searched Paladin Taggerdy's terminal too, nothing happened. Furthermore, I watched tons of the videos for the way people get new quest, they just got the quest after they finished the beast quest with Paladin Taggerdy's terminal.
So I think it might be a bug. Anyway, thank you so much man, appreciate it.

Go to the "Abandoned Waste Dump" up in the mire above Harpers Ferry. Look all around and you will find a corpse with a tape.

No problem. :) It could just be a bug, as often is with this game. You can always go to Abandoned waste dump and search it, that triggers it too. (at least it normally does) I ran one of my toons straight from vault to waste dump and got inside Enclave bunker on level 4. Well, got to level 5 from entering the bunker but yeah, no BoS quest is necessary to start Uncle Sam. :)
