(FWIW I think Gun Fu does fine with just 1 point - I'm only using it for the auto-switch ability.)
I only run blocker at certain events or situations. It is entirely not needed unless you find yourself getting detected and attacked often. I don't due to high sneak and the fact that almost everything gets annihilated before it ever gets close to me.
I run all 3 commando damage perks at 3 stars. Tank killer 3 stars. Ground pounder 2 stars and concentrated fire at 1 star. I just need the ability to target heads and weak points in Vats. My accuracy is insanely high anyway so 3 stars not needed. Ground pounder plus speed demon mutation and the right gun mods will get Fixer reload down to around 1 second. Less time spent reloading is more DPS.
Follow through legendary is ok but also broadly useless outside of certain situations and against certain specific enemies who you wont be facing all the time. My main does not have it while my dedicated bloodied commando does. The difference is minimal outside of certain enemies. Everything dies super quick anyway except for a few certain enemies where the perk is useful. I find myself running 6 legendary specials most of the time instead of follow through as the benefit they bring is far more useful all of the time.
My personal sweet spot is 3x Adrenaline and 3x Gun fu as Agility is a busy special for this build so i find it hard to max them out without sacrificing important things like covert operative, sneak or escape artist. I run covert operative all the time and only add in Mr sandman at night but it usually has to replace sneak which is not ideal. With this build your damage output is never in question so having good supporting perks is important.
No it does not get capped after the first point. Good thing about adrenaline though is that it works for any kills. Gun fu is only for vats but they stack together. If you are doing Vats build using Vats often then having gun fu at max will be beneficial
It isn't always needed but there is benefit to having sneak perk on top of the unyielding agility boost. I still use sneak at least at 1 star and of course escape artist. I also have one piece of armour with "harder to detect while sneaking". One piece is all you need as they do not stack. I can play without sneak perk just fine but i will alter my play style ever so slightly and stay away from enemies a bit more. With it i can sneak under the noses of basically anything and stop to have a picnic and they do not detect me.
Gun fu at 1 star is fine but if you are basically full time Vats i see benefit in having it higher. Like i said above 3 in gun fu and 3 in adrenaline are my go to while still having room for all the other things i want in agility that i feel are important.
Yes if the auto swap does not work then you wont be getting the benefit of the perk.
I don't see this often at all in my experience. If you do then I would not invest heavily into it.
With high sneak it is easy to simply move around to find the best place to attack from where you will have minimal obstructions to allow Vats to work properly.
