this was to up the survival and PvP of the game (when you had open pvp everywhere) to make trusting harder
voice chat came afterwards (or maybe same time was before I started)
they have no plans to ever add text because that keeps a nasty log of things and would force them to have to deal with the content on it which really they don't wanna do

big part of why they don't really stop the unofficial text mod, they can just go oh noes our players made an unsupported unapproved mod and are being bad with it... gosh nothing we can do about that

The game has always had voice chat and emotes as the only means of communication. Initially they did not have a PTT functionality, if you had a mic enabled, the mic was active. PTT was added as well as more emotes.
