Bethesda's update notes say only mods are given as free weekly reward: https://fallout.bethesda.net/en/article/2NghS9QLcLTGqMtD5FGDQo/fallout-76-the-pitt-update-notes-september-13-2022
"Once per week, you will earn a random item from the pool of rare Expeditions-themed rewards by completing all optional objectives during a Mission. Rare rewards can include mods for the Auto Axe and Union Power Armor, new outfits, Pitt-themed furnishings for your C.A.M.P."
Unlike auto axe, miniguns are easy to find, and the shredder mod is easy to learn, since a minigun only has a few mods.
Here is my Tunnel Of Love solo gameplay, and my minigun shredder makes quick work of the hordes:

The Basher perk card under Strength increases the shredder's damage, since it is considered gun-bashing. Action Boy, or any AP-boosting method is a must, because the shredder drains AP. There is also a tier-2 legendary effect that adds +50% bashing damage.
Here I am soloing Moonshine Jamboree, one of the toughest events in the game with its endless hordes. And my Vampire minigun shredder handles it with efficiency, alacrity, and overall badass-ery, if I may say so myself:

****It does STINK that players have to get the plan for 1k stamps now when many of us got it for free from a previous Season!
One way to know the answer is to keep earning free weekly plans until you've got every one except the ones for auto axe and Union PA pieces. The free plan is always one you haven't learned. So if your next free plan is auto axe or Union PA pieces, then you have your answer. If you stop getting any free plans, you have your answer too. There are 52 plans on the list ( https://i.imgur.com/P8QbD1m.jpg ), so you have a year to do this experiment.
It's just really crappy to put an achievement behind such a grind
