I found 7 ash roses (14 flowers with Green Thumb) at Abandoned Mine Shaft 1, right above the high-radiation pit. A short distance west, I found another ash rose at the outskirt of Welch. Ash rose has two versions: a bigger, taller one with curved branches, and a smaller one with shorter branches. They are usually camouflaged into the ashy background and hard to see. Good luck.

They grow near thermal vents in the Ash Heap. Look for the glow/smoke and you'll usually find 1-2 plants. Lots south of Welch in the largely empty area.
