But, yeah that is an old asset from Fallout 4 and not usable in 76. Was probably stolen from the dev room years ago.

Could be the message that the seller is not interested in caps but wants to show off to initiate a trade for other rare items and I would bet that wasn't the only "rare" thingie in the Vendor.
Short research shows that this plan has a "history" in FO 76, Redit has a threat from "4" years ago (1 guy says he has a dog helmet, that is some old stuff :)

FYI, fed76.info has a plan pricing tool where you can get a feel for a reasonable price to pay. When you look up that plan, it has a note that says it’s from the dev room and cannot be applied to be wary about buying it.
