need some stacks of lead to make enough ammo for the nuke silo but i cant seem to find any being sold at the merchents?

All tin cans have lead. There's a bunch at Camden hanging on strings. Can be found anywhere.

All paint cans contain 5 lead a piece.

All weights (dumbells, barbells, etc) contain lead. Check out Vault-Tec university for 2 gyms that have weights. Other popular public locations include Charlston Firestation and Green Country Lodge.

University has a gym with weights, underground, along with a lot of pencils. Each silo has gym with weights, you can go practice on the robots and turrets, you DON"T have to launch a nuke when you go in there. Honestly get a Chainsaw and have lots of energy resistance.

Unless you want to be scrounging lead in smaller amounts then lucky hole mine using excavator power armour is the best way. I never fail to come away with less than 1000 lead from one run after smelting the ore with the super duper perk. You will need acid to do this though.

Many places have gyms with weights. Lots of tins can traps all over the place. There are 20 tin cans at nuka world in one of the side show game stalls near the nuka cade. Also top of the monorail elevator has several weights.

Go into you Junk Section and press C "Component View" and then scroll down to Lead and hit Space/Enter and it will show you what have Lead in it out in the world when you look at junk items and so on :) There is a ton of places with Lead ;)

EDIT: If you cannot find Lead in you Component View you need to have one in you inventory first and then you can see it.
