For a pistol you end up with: Ra-Ra mod -20% AP, Bruising Grip -10% AP, Reflex Sight -15% AP, Short Aligned Barrel -5%, Calibrated Capacitor for +100% crit on top of the 50% crit as standard. Every other option adds AP and the Rifle option (short barrel) you'd go flamer anyway.
You end up with -50% AP and +150% crit with a gun that has 30 rounds. It is one of the best pistols (yeah, I know pistols aren't great).
But...
-you need to get the flamer barrel
-most Enclave Guns don't have a reflex sight, can not be added
-Enclave Guns come either as Rifle or Pistol, not changeabel
-Prime Capacitor can be learned, but any other Capaciter has to be found, and these are even rarer then flamer-barrels
Re-roling Legendaries is a Lottery, I think you might get a descent with 10 roles.
But what if you got a furious with +25% firerate? Re-role another 20 or 50 times and wasting Modules that are better invested in Armor?
For the average player the Plasma Gun and especialy Slug Buster is an easy entry and they can go for an Enclave-Gun if they like it.
I think all Plasma-Barrels are available for Pistol and Rifle alike?
I think I have all kinds of Barrels on different Pasma Pistols, Enclave an Non-Enclave...

The reason for pistol over rifle is a quirk/oversight with the mods. The bruising grip at -10% vs aligned stock at +20% -5% = +15% AP due to their goofy template system.

Edit: Or use the standard grip as it has same -10% AP without the durability loss... odd as for ballistics bash damage adds durability...
this is interesting because I was under the impression that these guns need to much AP for the average Player to be used in VATS.
Different story for Speedkills: these guys drink ~ 20 canned coffee at once, duration of 25sec. (?) is long enough to kill earl with a constant refresh of APs.
Canned coffee in high numbers make any AP reduction irrelevant, but only for a short time.
So if a player focuses his build, mutations and gear towards high AP and high AP refresh-rate (like many commandos do) he can have a very powerful sidearm.
With a Plasma flamer Pistol he can keep his commando perks under Perception (I recommand "Tank-Killer", benefits pistols + rifles, auto and non-auto) and pick "Gunslinger" perks under Agility.
Interesting. Looking into the datamines the weapon doesn't have a no drop keyword but the Ra-Ra mod does.
Maybe it's a consequence of the last patch? Also of note is the weapon doesn't have a no player trade keyword so to get it to your alt you'd have to trade it somehow.
My alt is on a 2nd account so i can just run both games at once and try to trade it. Will give that a try and see how i go.
Could be the recent patch. Felt to me that something had changed recently as i don't remember it being like this before.
I cannot drop it to give to another character. I keep getting this message. Am about to try if i can trade it to my other guy, as Mooman suggested, as i can add it to my vendors just fine

When reaching max storage capacity ill throw ammo on a vendor for a few days, but usually its all there still after a while and since i need inventory, i'll gather it up and dump it somewhere.
So the reason you might find no one selling ammo is just for that reason. Not enough demand because its easy to build up, and it still takes up space so very quickly people just dump it because they can't sell it to vendors. I get tons of ammo built up on my melee toon, and really i can't get rid of any of it on my vendors, even the ammo that the op players with the godlike weapons of choice use.
