Can never find Minerva, where is she right now?

I'm level 100, searched the 3 areas, but my rep with foundation and raiders is only about 50% (of level 1?, never leveled it full yet for either, no idea about the brotherhood)

You don't need any rep to buy from Minerva. Just need to be be there and have the bullion when she is selling what you want as her inventory changes.

If you use the chat mod you can also do /minerva in chat and that will also tell you where she is currently as well, though the exact command may not be right I think that is the one.
