It seems your rig is more than happy spec wise so maybe just part of their "not-so-good" servers?

It's more than likely OP's system is trying too hard. The game is built with the Creation Engine. It's the worst engine on the planet hands down no challenge. It can't deal with high end PC's.
1.) go to C:\Users\YOURNAMEHERE\Documents\My Games\Fallout 76
2.) open the Fallout76Prefs.ini file
3.) Search the ini-file for the word "interval"
4.) set "iPresentInterval=1" to "iPresentInterval=0" (1 = vsync on ; 0 = vsync off)
5.) have fun!

but v sync being enabled at the same time as free/g-sync conflicts
and on 144hz its likely it has one of the two
set FPS cap to something in sync range, i just cap mine at 74 for my 75hz monitor... so 144 i would cap to 143"
edit: Open My Documents/My Games/Fallout 76
Open Fallout76Prefs.ini
Find iPresentInterval=1
Change it to iPresentInterval=0
that turns vsync off
if they have high spec and its dropping like that it's likely because v sync conflict... v sync tries to fix it at 60fps to stop screen tearing
which is what they are getting
If you have a Nvidia GPU you can do it in Nvidia control panel and set it individually for each game.
- Go to 3D settings in Nvidia control panel.
- On right side click Program settings instead of global settings tab
- Select Fallout76.exe from the drop down list. If it isn't here you will need to click add and manually find it where you installed the game. Add the exe and then scroll down and set the Max frame rate setting to whatever you like.
