No. With Fallout 1st and private worlds you simply get a regular game server that is reserved for you to use with friends. There is no way to do anything other than a regular public server or this.

LIMITATIONS AND RESTRICTIONS. The Game is a Service offered by ZeniMax and is only playable online. A persistent Internet connection (which is not supplied by ZeniMax) is required to play the Game. The Game Client alone without a persistent Internet connection does not give you the right or ability to play the Game. You are responsible for all costs and expenses associated with acquiring any hardware, software (e.g., Internet browsers) or other products or services required to play the Game.

It's an online multiplayer game. Not a host your own server peer to peer type game.

having choices is always a good thing tho, also the Other fallout games are a "play by yourself" game but the community made online multiplayer possible for new vegas. So i was hopeful that the game was modded to be played that way

It's not an offline game you can mess around with yourself. It's an online game managed by Bethesda. Anything you do to the system will be in direct violation of the EULA and such.

It's like asking World of Warcraft to be hosted by yourself. Basically.

But like someone else said you can use Fallout 1st for a similar effect. It's just not a persistent world though. All worlds are reset at fixed times per day.
