Although we are playing in a post-apocalyptic world, we still want to keep that world fair, fun, and inviting to all. While you have been exploring and rebuilding, we have been working on a new system that works behind the scenes to remove illegal attachment combinations that violate the EULA to ensure that every single player is using and trading the same items and has the same advantages as you.
In today's update, we are implementing a system that will remove illegal mods attached to weapons that cannot be obtained in-game. Most players will not notice any change to their existing weapons, however, players who are in possession of a weapon with a mod that cannot be equipped naturally to the weapon may notice a damage decrease to the weapon, and the mod will no longer exis
The term "illegal" was unfortunate in my opinion. Because it confuses what were possibly legit drops from in game with those that were hacked in.
But the bottom line per the PTS is "if the game cannot give you a specific item/star combination today. Either through an in game drop, a purveyor roll, or a legendary roll on a crafting bench". That item will no longer have the "bad" star.
Not really. Legacy weapons are weapons that were in the game, but removed from the loot pool. That's why ''legacy'' because they cannot be found anymore.
What you are talking about are hacked weapons, weapons that were never in the game.
One is legit, the other is a cheat. One cannot kill bosses in seconds, the other can.
Not really cheating. But weapons from the real real early days of 76 that had effects that are no longer possible to receive on legendary drops. Hence why they're called legacy weapons. Stuff like gatling plasmas and gatling lasers with the explosive ammo legendary effect. Though a large stock of the existing legacy weapons are items that were duplicated through various bugs and glitches. Some of which would then be traded online for actual money.
Single Target Boss / single target / small group DPS
Of course I am talking about god roll weapons here, and not giving the record best min/max times but what any average player using a bunch of buffs could do
Railway Rifles >>>>>>> Legacies - Sub 3 minute Solo Earle kill times is standard... absurdly high fire rate, coupled with very high damage values, and low ap cost = boom... pop explosive on it for a powerful synergy, powerful enough to one shot max level supermutants of all kinds... basically a vats only gun due to kickback

Fixer >>>>> Legacies - Sub 4 minute Solo earle kill times is standard (its been a while in my min/max power build but it was ~500+ damage regular shots on the queen, using the quad. Using the bloodied it was higher and specced for 0.15 second reloads (essentially infinite ammo)... + Fixers EASILY become 1-2 ap cost weapons

Chainsaw / Autoaxe >>> Legacies - Not sure of their average kill time, the only one I use is vampires and I only carry it for the daily ops melee enemies, but probably comparable to shredders since their output is close
Plasma Caster >> Legacies - Event mobs, one shot kill, not a great DPS vs bosses, non vats crits reach 1500 damage on this gun

Legacies were not the problem, poor player understanding of the game mechanics was... the legacies you saw delete things were min/max players using them.
Explosive gatling plasmas were annoying but that was it, their damage was low
Explosive flamers were single target mid high tier dps, still low dps output vs bosses
But fine, don't complain to me when the incredibly stupid theft of players items comes back to bite the entire community in the behind... non stop explosions in events here we come. PvP everywhere here we come. Players dropping events to murder you here we come. Players using missile bases to destroy your camp here we come (bethesda told me this isn't an exploit recently... I disagree but shrug). etc
